Questions before you start

Which mode should I use?

Choose URL component for one query value or path segment. Whole URL keeps separators such as /, ? and & intact; it cannot infer which punctuation belongs inside a value. Encode those values separately.

Why does decoding report an error?

A percent sign must be followed by two hexadecimal digits, and encoded bytes must form valid UTF-8. Fix the reported item before exporting. A plus becomes a space only in form-value mode.
